Google has proprietary ownership of their book scanning technology and they have consistently refused to share it with universities and other like-minded institutions that have been doing some really good work to build a world library that can eventually be accessed all over the world from the Internets.
Moreover, I don't believe in or buy the writer's whining. Most people prefer to use/read books in their hands, and it's also no different than going to the library and checking out the book. Google could develop a way where you can "rent" the book for yourself for a month, and then you have to "return" it. Perhaps this would be more like a brick and mortar library and would ease writer complaints, but some people just don't have ready access to libraries.
Finally, more on Google. Google needs to show some good sandbox play here. Some are fearful they will get all the books in the world and then end up holding the world hostage for their database. Realistically, I don't see this as a viable option, but they need to do something to assuage those fears.
